Carjackings by Juveniles Soar in DC Area

D.C. is seeing a spike in carjackings as well a spike in juvenile suspects.

In March alone, five juveniles have been charged with carjacking. A 12-year-old boy is accused in a spree of incidents in Northeast. On Wednesday two girls, ages 13 and 15, were charged with murder after police say they carjacked an Uber Eats driver near Nats Park. Over the weekend, two 13-year-old boys were accused of multiple carjackings in Northwest.

“It’s troubling that you have people that young out here doing this,” said Sgt. Robert Grims, who represents Montgomery County police on the regionwide carjacking task force the Metropolitan Police Department created last month.

“When you have the recession … and then you have these young students that can’t go to school, that can’t do the extracurricular activities,” Grims said.

According to MPD, there have been 101 carjackings so far this year compared to just 22 at this time last year. Last year, 60 juveniles were arrested for carjacking. In 2019, the number was 24.

“Some of these incidents seem spontaneous, but there is a story behind them,” said activist Jay Brown of Community Shoulders. “If there’s a story behind these incidents, then they can be prevented.”

Last summer, Brown’s daughter crashed her car after she was carjacked at knifepoint.

He said reversing this alarming trend means addressing the root causes of the problem, which have only been made worse by the pandemic.

“The COVID-19 epidemic that has led to even more poverty in our community and even more desperation, and we have a lot of juveniles that are isolated … You know, a lot of these young people that are out here right now, they were living with their grandparents. Their grandparents died,” Brown said. “Who do they go to? Where do they go?”

Engaging teens in face-to-face conversations is a crucial part of trying to fix the problem and save lives, Brown said.

“The only way that we’re going to find out what’s going on is if we engage each other, we listen to each other and we walk with each other,” he said.

After a violent March, he said it’s time to start talking and listening.

RICHMOND — An 18-year-old was killed Tuesday, the day of his high school graduation, in Richmond, according to police, who said a 36-year-old man attending the ceremony was also gunned down in the attack that left five others aged 14 to 58 with injuries.

“This should have been a safe space,” Interim Chief of Police Rick Edwards said at a 9 p.m. press conference streamed live by CBS News. “it’s just incredibly tragic that someone decided to bring a gun to this incident and rein terror on our community.”

The attack occurred shortly after 5 p.m. in Monroe Park outside the Altria Theater following Huguenot High School’s graduation, Edwards said during an earlier press conference broadcast by WWBT. Officers in the area responded to the gunfire and found multiple victims suffering from gunshot wounds, according to Edwards, who added two people were in custody.

“This is supposed to be a joyous day when our kids walk the stage and get their diploma,” Richmond Public Schools Superintendent Jason Kamras said at the press conference, shaken and still wearing his ceremonial gown from the graduation festivities.

“I’m tired of seeing people get shot, our kids get shot, and I beg of the entire community to stop. … Our kids can’t take it, our teachers can’t take it, our families can’t take it anymore.”

Another six people had medical events related to the shooting, Edwards said. One was hit by a car, two suffered falls and three were experiencing significant anxiety, he said.

“This is tragic but also traumatic because this is their graduation day,” Mayor Levar Stoney said at the press conference, referring to the shooting as “selfish” and “senseless” and vowing to bring those involved to justice.

“The question that comes in my mind right now is, is nothing sacred any longer?”

Authorities expect to next update the media on Wednesday.

State leaders were quick to address the shooting.

“My administration continues monitoring the terrible shooting in the heart of Richmond tonight,” Gov. Glenn Youngkin said in a prepared statement issued via Twitter. “State law enforcement are fully supporting the Richmond Police Department as this investigation moves forward.”

Sen. Tim Kaine called for action against gun violence.

“My heart breaks to see this horrific tragedy in my hometown,” he said in a statement on Twitter. “I’m sickened that a high school graduation — an occasion that should be joyous — has turned into unimaginable violence. We can’t keep living like this. We’ve got to take action to keep our kids safer.”

The Richmond school district said it would reschedule the Thomas Jefferson High School graduation set for Tuesday and close all schools Wednesday.
