White House: China Using 40 Nations to Evade Tariffs

Chinese exporters are routing goods through a shadow network of more than 40 countries to evade U.S. tariffs, costing the government billions of dollars in lost revenue and threatening American manufacturing jobs, according to a White House report released Thursday.

The report, "The Great Transshipment Scam," released by the White House Office of Trade and Manufacturing Policy, claims exporters use third countries to disguise the origin of goods through relabeling, repackaging, reinvoicing, minor processing, and false country-of-origin claims.

The practice became more prevalent after President Donald Trump imposed tariffs on hundreds of billions of dollars of Chinese goods in 2018 during his first term, according to the report. After the tariffs took effect, China accounted for a declining share of U.S. imports while more imports came from other countries the report identified as potential transshipment hubs.
