Subject: Concerns Regarding U.S. Policy Toward Vietnam
Dear Mr. Secretary,

Congratulations on your appointment as Secretary of State. We appreciate your commitment to strengthening America’s global standing and ensuring policies that align with our national interests. As Vietnamese Americans, we are deeply concerned about the deceptive tactics of the Communist Government of Vietnam (VCP) and its continued failure to uphold its commitments despite three decades of normalized relations.
Two-faced policy (Bamboo diplomacy)Historically, the VCP has employed strategic rhetoric to appease successive U.S. administrations while maintaining its authoritarian rule. Key areas of concern include:

1. Lack of Political Reform – Despite promises of change, Vietnam remains under totalitarian rule with no real political freedom.

2. Suppression of Fundamental Rights – Freedom of speech and religion continue to be systematically oppressed, with activists and religious leaders frequently arrested.

3. Unfair Trade Practices – Vietnam is serving as a conduit for Chinese goods to enter the U.S. under false labels (“Made in Vietnam”).

4. Trade Disparity – In 2024, the U.S.-Vietnam trade balance was $132 billion, with a $110 billion deficit. Vietnam benefits from U.S. imports but blocks cultural and commercial exports from the Vietnamese-American community.

5. Geopolitical Dependence on China – Vietnam’s historical ties and strategic alignment with China indicate that it will never fully support U.S. interests in the Indo-Pacific.Human Rights Violations: There is substantial evidence that U.S. diplomats in Vietnam have, at times, softened human rights reports under pressure from the VCP. Credible sources such as Amnesty International, Human Rights Watch, and the U.S. State Department itself highlight severe abuses, including the suppression of political dissent and arbitrary detentions.
Recommendations:

1. Engage with the Vietnamese-American community before any meetings with VCP officials to gain a comprehensive perspective.

2. Demand transparency on the origin of Vietnamese exports and push for equal trade opportunities for Vietnamese-American businesses.

3. Impose targeted sanctions for trade violations and human rights abuses, including visa restrictions and cuts to USAID funding.

4. We urge your administration to take decisive action in addressing these issues and ensuring that U.S. policy toward Vietnam reflects our commitment to democracy, human rights, and fair trade.

5. We also call on the Ministry of Foreign Affairs to restrict visas for Communist students, artists, and cultural and religious activists.

6. Advocate for the immediate release of U.S. citizens unjustly detained in Vietnam.

7. Through the State Department, we call on President Donald J. Trump and the Department of Homeland Security to launch an investigation into the fraudulent immigration document service groups that facilitate illegal immigration into the United States and collect tens of millions of dollars in fees.

We urge your administration to take decisive action in addressing these issues and ensuring that U.S. policy toward Vietnam reflects our commitment to democracy, human rights, and fair trade.Vietnamese Americans
